We are seeking a dynamic and experienced Purchasing Manager to lead and oversee all procurement operations related to our subsidiary in Dubai. This critical role encompasses supplier management, contract negotiation, procurement strategy development, and cost optimization. The successful candidate will be responsible for ensuring supply chain efficiency, compliance, and high service delivery standards, while driving continuous improvement and maximizing vendor relationships.

Responsibilities:

Implementation of documentary and coordination management of the procurement of goods, works, services and intangible assets for the implementation of the holding' s projects.

Collecting and analyzing data from structural divisions to form a procurement plan.

Development, approval and control of procurement plans.

Preparation and distribution of requests for commercial offers.

Formation and coordination of criteria for the selection of suppliers.

Preparation, approval and signing of contracts with contractors.

Preparation and storage of procurement documentation.

Informing stakeholders about procurement results and complaints.

Ensuring the protection of the interests of the holding when appealing the results of purchases.

Informing interested parties about the terms of concluded contracts.

Ensuring the implementation of the goals and objectives of the department.

Assignment of tasks and control of execution by subordinates.

Control of subordinates' compliance with the holding' s regulatory documents.

Ensuring the implementation of the department' s goals in the holding' s subsidiaries.

Determining the scope of tasks for employees in subsidiaries.

Performing the duties of temporarily absent employees.

Expert support of key divisions of the holding in decision-making.

Requirements:

Work experience in the field of procurement.

English not less than C1

Knowledge of procurement procedures and regulations.

Negotiation and contract signing skills.

Team management experience.

Knowledge of the basics of office work.

The ability to work with a large amount of information.
