About usThe ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also seeks to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the Geneva Conventions and the International Red Cross and Red Crescent Movement.
Purpose of the postUnder the supervision of the Head of Mission and in coordination with the Regional Delegation’s departments, the Humanitarian Affairs Adviser contributes to defining, implementing and monitoring ICRC prevention programs and activities, namely international humanitarian law (IHL) promotion and integration among arms carriers (military, security, and police), relevant state bodies, academic circles, civil society, and media.
Main duties and responsibilities
Prevention and international humanitarian law (IHL):
- Contributes to defining, implementing, and monitoring ICRC prevention activities, focused on the promotion, dissemination, and integration of IHL.
- Prepares, conducts, assesses, and follows up dissemination activities with relevant states bodies and arms carriers on IHL organizes and prepares dissemination materials and drafts reports as required and under the direction of relevant managers and coordinators implements activities as per available guidelines.
- Organizes regional/national meetings, gatherings, and conferences applies relevant administrative and logistics procedures.
- Takes notes during meetings and conferences and drafts reports/MoMs and maintains a system for archiving for the purposes of institutional memory.
- Translates and/or interprets from Kazakh, Russian, to English and vice versa, when required.
- Handles official correspondence, working level contacts, translates verbal notes, diplomatic letters, and other correspondence from Kazakh & Russian to English and vice versa, upon request of the Head of Mission.
- Monitors country developments and regularly provides analysis on the changes and developments pertaining to the humanitarian environment.
- During meetings and conferences, represents the ICRC upon request of the management at his/her level of expertise.
- Manages budget and monitors the implementation of prevention programs.
Positioning the ICRC with main actors of influence
- Consolidates the mapping of main actors of influence, including among authorities, academic circles, civil society, and positions the ICRC through contacts and events and facilitates access to them for the Head of Mission.
- Develops/maintains a network of contacts with relevant state authorities.
- Conducts sessions and presentations with selected actors to present and promote the ICRC, the Movement, its principles, as well as International Humanitarian Law.
- Works closely with the ICRC Department of Cooperation with the Red Cross and Red Crescent Movement and IHL Coordinator of the Red Crescent Society of the Republic of Kazakhstan on promoting IHL and raising awareness of humanitarian principles and issues.
- Where appropriate and upon request, represents the ICRC during meetings and conferences at her/his level of expertise takes notes during official meetings and conferences and produces minutes of meetings accordingly.
Media
- Maps and identifies major media houses and bloggers in Kazakhstan with a view to positioning the ICRC as a neutral, impartial, independent humanitarian actor with a specific mandate.
- Following prevention/IHL meetings and activities in close coordination with the Head of Mission and/or relevant coordinators drafts announcements (both internal and external), press-releases and social media posts and submits to Regional Communication Officer for further consideration and publication.
ICRC Mission operational priorities & Protection outcomes
- In collaboration with the Head of Mission and coordination with the Mission’s departments, actively participates in processes that define the Mission’s operational identity and priorities.
- Upon request, performs independent research on and analysis of provisions of national and international legislation on issues relevant to priorities of the Mission (for instance Protection).
Desired profile and skills
- Diploma/degree in law or political & social sciences. Degree in international law desirable.
- 3 to 5 years of work experience (preferably in a similar field of activity)
- Computer proficiency.
- Excellent written and oral English, Kazakh and Russian.
- Understanding of major humanitarian issues.
- Understanding of national/global/regional political and security landscape and their interplay with humanitarian affairs.
- Knowledge of multilateral organizations, fora and platforms, as well as disarmament processes and issues is an asset.
You are strongly motivated by humanitarian work. This role requires key competencies of teamwork and collaboration and accountability with effective communication and listening skills.
