During development stage:

• Serve as the E& S focal point for Company E& S Coordinators at the headquarters.
• Oversee and continuously improve the environmental and social compliance of Mirny project with respect to Kazakhstan’s legislation, Total Energies and Lender’s requirements
• Define and monitor the status of the project’s ESIA studies, process of obtaining the environmental permits/licenses with follow-up actions
• Report the progress of E& S activities to the Project Development lead and E& S Coordinator in headquarters
• Gather and consolidate the E& S reporting database (including sustainab’ALL KPIs) and report to the Company headquarters.

Participate in and represent the Company during meetings with key stakeholders/communities

During execution phase:

• Review the EPC HSE Annex and adjust it according to the ESIA outcomes
• Review and approve EPC E& S management plans (ESMP) prepared by EPC Contractor
• Participate to HSE meetings with Contractors and ensure E& S topics are raised and accepted.

During construction and operation phase:

• Follow up Environmental and Social Action Plan (ESAP), Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP) and supported E& S management plans
• Monitor the effective implementation of E& S construction management plans by EPC contractor and E& S operation management plans by O& M contractor and provide corrective actions if necessary
• Monitor and control the EPC and O& M contractor in the scope of compliance with national requirements
• Prepare environmental information for the reports to the national environmental authorities
• Monitor the project water consumption and community water usage with the aim to define and implement water efficiency initiatives/alternatives in case of adverse impacts during construction phase
• Carry on the environmental inspections and conduct toolbox talks and trainings to the EPC contractor and subcontractors (in case the position of Environmental Engineer is approved this will be his/her scope)
• Ensure the best waste management practices are used by EPC contractor and its subcontractors
• Monitor the performance of reinstatement works in the end of construction phase on the Project site and recommend corrective actions if necessary
• Support external E& S advisor in performance of the E& S audits to assess the implementation of the actions outlined in the ESAP and the respect of the IFC PS requirements
• Prepare necessary environmental data for construction and operation reports to national authorities in Kazakhstan, Total Energies and lenders
• Appraise the Social risks and impacts associated with Mirny Project against the Total Energies and IFC’s Performance Standards (PSs)
• Coordinate the work of Community Liaison Officer (CLO) and follow-up on the results of periodic social audits of all chains of EPC contractor and subcontracts, procedures, policies, and workflows to ensure efficiency and legal compliance
• Control of implementation the methods to monitor employee satisfaction with labour and accommodation conditions, manage the potential risks of labour right breaches
• Supervise the CLO’s supervision of EPC Contractor/subcontractors on implementation of national, Total Energies and lenders social requirements
• Monitor the implementation of Stakeholder Engagement Plan and Community Development plan and recommend corrective actions if necessary
• Monitor the CLO’s coordination on resolving the grievances with local communities, collect the data from the grievance log and include in E& S reports
• Obtain necessary social data for construction and operation reports to Total Energies and lenders​​​​​​​
• Qualifications / Experience required/ Competencies
• Bachelor’s degree in Environmental Science, Social Science, Engineering, or a related field. A Master’s degree is preferred.
• A minimum of 5 years of experience in environmental and social management, preferably in the renewable energy sector.
• Strong knowledge of regulatory frameworks, international standards, and best practices in E& S management.
• Experience in managing E& S studies, permitting processes, and compliance monitoring.
• Proven ability to engage with key stakeholders, including local communities, government agencies, financial institutions, and NGOs.
• Excellent project management skills, with the ability to handle multiple tasks and meet deadlines.
• Strong analytical and problem-solving skills.
• Excellent communication and interpersonal skills.
